Delay flooding when sending private messages

The extension adds the ability to set the flood delay when sending private messages, i.e. the next private message can be sent only after the specified time period has elapsed from the previous sending, the delay can be set in global mode (the time of the last private message sent by the user is taken into account) or custom (the time of the last private message sent by the user to the same user is taken into account)
