Limit access to attachments based on user group

The extension adds the ability to restrict the download of files uploaded to the forum based on the user's group, restrictions can be set separately for each file, for each group, 4 types of restrictions are available:
- allow downloading
- allow after date or after time
- resolve by date or within time
- prohibit downloading
restrictions can work indefinitely, before/after the date or for a period of time, in the extension settings you can select the groups for which downloads are available without restrictions.
